According to SERC’s latest statistics, there were 18 provinces and municipalities occurring power lack problem, such as Shanxi, Hebei, Jiangsu, Shanghai, Fujian, Hubei, Sichuan, Guangdong, Qinghai, etc.
　　The research shows that the electricity investment increase speed is slow down in China for expectation being not exact, new-added machine capacity is lower than electricity requirement increase of the corresponding period, which is the basic reason that causes the intense power supply. Besides, the following five reasons also cause lack of power this summer:
　　First, rapidly increasing national economy brings along the increase of electricity requirement.
　　Second, air-condition refrigeration load is fast increasing.Third, this summer experiences strong drought.
　　Fourth, partial electricity network structure is weak, and transmission and distribution “scrag neck” problem is serious.
　　Five, high energy-consuming industrial load is increasing, the supply and demand contradiction is more intense.
　　SERC research predicts that the lack of power is still intense in the next two years. The research though that the current lack of power should be eased from four channels: expand electricity building investment scale, electricity programming, electricity system security management, advocate energy saving and frame flexible electricity rates system, etc.
